ルーズヴェルト大統領、蒋介石大元帥及チャーチル総理大臣は各自の軍事及外交顧問と共に北アフリカに於て議を終了し左の一般的 れろ声明発せられたり
各軍事使節は日本國に対する将來の軍事行動を協定せり
三大同盟隊は海路陸路及空路によりその野蛮なる敵に対し仮借なきを加ふるの決意を表明せり、右彈壓は既に増大しつ あり、三大同盟國は日本國の 侵略を制止し且つ之を罰する為今日の戦争をなしつあるもの なり、右同盟閣は自國の為に何

らの利得をも欲求するに非ず、また領土擴張の何等の念をも有するものにあらず
右同盟國 の目的は 日本國 より 一九一四年 の 第一次世界戦争 の開始以後において日本国が奪取し または占領したる太平洋におけ る一切の島嶼をすること並 に 満州、台湾 及 澎湖島 のごとき 日本國が清国人より盗取したる 一切の地域を 中華民國 に返還することに在り
日本國はまだ暴力及貪慾により 日本國が略取したる他の一切の 地域より駆逐せらるべし
前記三大國は 朝鮮 の人民の奴隷 状態に留意し、やがて朝鮮を自由且つ独立のものたらしむるの 決意を有す
右の目的を以て右三國同盟國は同盟諸國中日本國と交戦中なる諸国と協調し日本国の無條件降伏を齎すに必要なる重大且つ長期の行動を續行すべし
"The several military missions have agreed upon future military operations against Japan. The Three Great Allies expressed their resolve to bring unrelenting pressure against their brutal enemies by sea, land, and air. This pressure is already rising."
"The Three Great Allies are fighting this war to restrain and punish the aggression of Japan. They covet no gain for themselves and have no thought of territorial expansion. It is their purpose that Japan shall be stripped of all the islands in the Pacific which she has seized or occupied since the beginning of the first World War in 1914, and that all the territories Japan has stolen from the Chinese, such as Manchuria, Formosa, and The Pescadores, shall be restored to the Republic of China. Japan will also be expelled from all other territories which she has taken by violence and greed. The aforesaid three great powers, mindful of the enslavement of the people of Korea, are determined that in due course Korea shall become free and independent."
"With these objects in view the three Allies, in harmony with those of the United Nations at war with Japan, will continue to persevere in the serious and prolonged operations necessary to procure the unconditional surrender of Japan."
