本藏品為二戰期間（民國 33 年 7 月），由駐印美軍於印度蘭伽訓練中心（Ramgarh Training Center）編印之珍貴影像紀實畫冊。書名《現在可以說了》（Now It Can Be Told）寓意深遠，敘述了自民國 31 年 (1942) 中國遠征軍敗退入印後，相關軍事整訓過程曾屬高度機密；直至民國 33 年 (1944) 緬北反攻取得階段性勝利後，這段「臥薪嘗膽」的歷史才得以解密並公開印行。

DEDICATION

The purpose of this book is to present, as best we can, a pictorial story of the efforts of the officers and men of the United States Army at Ramgarh Training Center. It is respectfully dedicated to every man who played his role in the training of our Chinese Allies in the use of our American equipment.


The work done here at Ramgarh had only one objective-the creation of a modern fighting force which could stand toe to toe with the Japs and slug it out to victory. For a long time we could not be sure how much we were accom-plishing, because time alone could give the battle-tested answer.


The answer was given In the spring and summer of 1944 when General Joseph W. Stilwell led his expertly-trained Chinese forces into combat against the Japanese in North Burma. In the hard-fought Hukawng and Mogaung valley campaigns, later in the surprise attack at Myitkyina, Ramgarh-trained Chinese divisions formed for the bulk of the forces that blasted the enemy out of his jungle positions and left behind thousands of these:

THE REASON

Ramgarh was the site of a large Prisoners of War Camp. It is situ situated in the rolling hills and paddy fields of Bihar Province near typical Indian jungle. This, in brief, is its history.


As the Burma campaign disastrously closed during the month of May. 1942, the weary Chinese and British troops were forced to retreat and forfeit, for a time, the world-famos Burma Road.


Many troops fought their way through the jungles of Burma back into China. A large portion of the Chinese 5th Army, which was rushed into Burma to help stave off the Jap advances, crossed rivers and mountains to India.


After three months of continuous fighting, followed by a march of some 200 miles without adequate food, water or medical care, the troops were in need of a rest, personnel replacements and equipment. Supplies could be secured in India, so the Leginning of a new combat army was brought into being.


Ramgarh favored the type of training which the troops were to receive. Being on a railroad, supplies were brought in by carloads, and the equipment was distributed, which would give this new combat team, with its previously acquired battle experience, an added punch.


緣起 (THE REASON)

蘭伽 (Ramgarh) 原址是一座大型戰俘營。它坐落於比哈爾省 (Bihar Province) 起伏的丘陵與稻田之間，鄰近典型的印度叢林。簡而言之，這就是它的歷史背景。

隨著緬甸戰役於民國 31 年 (1942) 5 月以慘敗收場，疲憊不堪的中英軍隊被迫撤退，並暫時喪失了舉世聞名的滇緬公路 (Burma Road)。

許多部隊穿越緬甸叢林，殺出一條血路撤回中國。當初為了協助遏止日本鬼子 (Jap) 進犯而馳援緬甸的中華民國第五軍 (Chinese 5th Army)，其大部分兵力則翻山越嶺撤往印度。

歷經三個月的連續作戰，緊接著又是在缺乏充足糧食、飲水與醫療照護的情況下進行了約 320 公里 (200 miles) 的長途行軍，部隊亟需休整、人員補充與裝備更新。由於在印度能獲得補給，一支全新的戰鬥部隊之雛形便由此誕生。

蘭伽的地理條件非常有利於部隊即將接受的訓練。由於位處鐵路沿線，補給物資得以成車運抵並配發裝備，這讓這支本已具備實戰經驗的新編戰鬥隊伍，戰力更是如虎添翼。

TRAINING

Before attempting to describe the training system in use at Ramgarh, lec us consider some of the general factors which control the system and make it different from any of our service-schools at home.


Ramgarh Training Center, unlike our schools at home, handles the training of all branches and arms of the service in one school. In other words, it can be compared to a school at home wherein the Infantry, Artillery, Engineer. Armored Force, Signal, Medical and Motor Transport schools would be com bined to form one large school.


Another difference is that here the training combines both that of individual officers and enlisted men in formal classes as at our service-schools at home, and the planning, direction and supervision of the training of the Chinese units, stationed at this school.


A third factor of great importance, not normally encountered in any of our schools, is the language problem. It is necessary here, to a great extent, to give the instruction through interpreters. To help overcome this difficulty. constant language classes have been conducted to teach spoken Chinese to

Americans. Advance classes are also held in Chinese reading and writing.


The school is divided into four main subdivisions: the Infantry, the Artillery. the Armored Force, and the Special Units sections.


OPERATIONS

The function of the Operations Section of the staff of the Commanding General, Ramgarh Training Center, is that of the G-3 section of any normal staff in our Army, the planning and co-ordination of training. In the early days the section bore the title of Office of the Director of Training: later it was known as the Office of the Assistant Commandant, before eventually acquiring its present nomenclature.

訓練 (TRAINING)

在嘗試描述蘭伽現行的訓練體系之前，讓我們先考量一些掌控該體系、並使其與我們國內（美國本土）任何兵科學校截然不同的普遍因素。

蘭伽訓練中心與我們國內的學校不同，它是在同一所學校內統籌處理所有軍種與兵科的訓練。換句話說，這就好比在國內將步兵、砲兵、工兵、裝甲兵、通信兵、軍醫以及汽車運輸學校合併，組成一所大型學校。

另一個差異在於，這裡的訓練結合了兩者：一方面像國內兵科學校那樣，對個別軍官與士兵進行正規課堂教學；另一方面則是對駐紮於此的中華民國部隊進行訓練的規劃、指導與監督。

第三個極為重要、且通常在我們國內學校遇不到的因素，就是語言問題。在這裡，很大程度上必須透過翻譯人員來進行授課。為了協助克服這個困難，我們持續開設語言課程，教導美方人員說華語。此外，也開設了華文讀寫的高級班。

全校劃分為四個主要部門：步兵組、砲兵組、裝甲兵組以及特種部隊組 (Special Units sections)。


作戰處 (OPERATIONS)

蘭伽訓練中心指揮官幕僚群中「作戰處」的職能，相當於我們陸軍任何一般參謀編制中的 G-3 (參三 / 作戰訓練) 部門，負責訓練的規劃與協調。早年該部門被稱為「訓練處長室」(Office of the Director of Training)；後來在獲得現有名稱之前，曾被稱為「副指揮官室」(Office of the Assistant Commandant)。

印度訊 —— 一本關於駐印中美訓練中心的完整專書，書名為《現在可以說了》(Now It Can Be Told)，現已開放服役官兵購買，售價 10 盧比 (Rs.)；另加 1 盧比 (Re.) 即可協助寄送回國。

全書圖文並茂。欲購者請將款項寄至 A.P.O. 628 (印度蘭伽) 的部隊康樂辦公室 (Special Service Office)。


註：

  • Roundup: 全名為 CBI Roundup，是二戰期間美軍在中緬印戰區發行的官方週報，地位相當於當時該戰區的《星條旗報》。

  • Rs. / Re.: 印度貨幣盧比 (Rupee) 的縮寫。Rs. 為複數，Re. 為單數。當時駐印美軍和國軍都使用盧比作為流通貨幣。
